2.1 Program & Activity Risk Management

This section ensures that all activities in your ministry program have insurance coverage and activity risks are appropriately managed.

To complete this section:

  1. Download 2.1a Program Template, and fill in with your planned ministry program using the Risk Assessment Library. 
  2. Complete 2.1b Program & Activity Risk Management online form. You will be asked to upload your 2.1a document here and any modified RAL Risk plans.

2.1a Program Table

  • Complete one table/page for each day of your program in this one document.
  • Ensure every part of each day is accounted for including meals, siesta, free time and overnight.
    • Include activities occurring simultaneously (eg. section time) as separate rows with their own RAL code(s).
    • Add description of any ambiguous activities in notes (eg. name of a specific game)
  • Enter the RAL code(s) from the SU NSW Risk Assessment Library covering each activity and specific location.
    • If an activity has no matching code, leave the cell blank and describe it in the notes.
    • Add CM002 (Open Access Activities) to any activity open to the public (eg. church service, community BBQ), alongside the code(s) for the activity itself.
    • Any activity involving food will require an ‘FC’ code (eg. snacks served = FC006)
    • Use GR024 (Misc. Low Risk Activities) where appropriate (eg. siesta, team meeting)
  • Naming a code means you have read and understood that risk plan and will apply its controls.
  • RAL risk plans should be modified to suit risks applicable to your specific program and location if required.
    • Write “modified RAL” in notes column and upload modified version in forms 2.1b (activities) or 2.3 (location & transport).


2.1b Online Form

The online form is where you upload your 2.1a program form once completed and any modified RAL Risk Plans. You will also be asked a small number of additional questions regarding your program.

You cannot complete form 2.1b until 2.1a is completed and ready for submission.

SU NSW Risk Assessment Library


The SU NSW Risk Assessment Library (RAL) has been designed to reduce the workload for teams to create high quality Risk Plans for their ministry. All insured SU NSW activities have an approved Risk Plan and RAL code that has already been created that can be adopted as is or modified to suit the specific activity. Locations, location specific risks and transport methods also have a Risk Plan.
